Some manufacturers deliberately and regularly underweight packages. And - retailers continue to sell products from those manufacturers anyway. Right now - a big problem in Ontario at many retailers.

Who to sue - the retailer, the manufacturer, or both?

Not a replacement for other stores - here is why.

A person buys a Costco membership. Then - a person drives to the nearest Costco with an expectation to get the lowest prices for all edible and drinkable items and in enough quantities to last for at least one month. At a Costco location - a person discovers that some items are substantially more expensive than at other stores. So - a person drives to another store to buy the cheaper edible and drinkable items. A person decides that if he simply shopped at another store and avoided the more expensive items then the food bill would be the same, less money would be spent on fuel, less money would be spent on the Costco membership, less time would be wasted. Verdict - Costco membership is just a scam.
