Sadly, I can’t do Brian, due to how hard it is to draw any dog other than Odie in this style, from my experience.

It's Wallace from Wallace And Gromit.
And no, I'm not kidding.

Reginald Van Winslow is the dealer in the first two games, (Yes, he does have a name) and was joined by GLaDOS in the second game to dispel insults and give out bounty opportunities.
Even GLaDOS had her own bounty opportunity.

The reason why I choose Wallace is because he is actually a Telltale character, and had his own game with them.
He'd definitely be a contrast to Winslow's "go-with-the-flow, let anything happen at the inventory" personality, telling players what to do, like keeping their faces straight, or not doing things like hitting the table in rage or screaming.
He'd also offer tea and such foods to players to make the experience more peaceful.

I feel like him and Winslow would have some great banter.
He'd also work like Sam And Max in PNATI2, where he's joined by Gromit and seeks approval from him.

His unlock would be the Techno-Trousers for Engineer/Heavy, except, way way smaller, to fit more in line with the size cap.
I could definitely see it working with sniper too, like the Carry-Van pants.
Another unlock could be the moon-cheese, as a Heavy Consumable, or Cooker, as a dispenser reskin, complete with it's own Construction PDA, the Tellyscope Remote from the Cracking Contraptions shorts series.

I feel as if, because the remaster of the first game was a huge success, and the sequel only semi-gets-brought-up, they'd take more inspiration from the first game, having one web-animation character, one webcomic character, one Valve character, and a TV character, all from differing sources.

Where as Max came from FOX Kids, Brock Samson was from Adult Swim.
To change channels one more time, I suggest Comedy Central, which brings in Captain Hero from Drawn Together.
There are actually a lot of good picks from that show, Xandir if you want a Tycho-Like, Spanky Ham if you want a SB-Like, and even the Jew Producer, just for fun.

His Unlocks would be the trophy and quilt from "The Lemon-Aids Walk," the trophy being a Solemn Vow reskin.

Web-Animation was tough, as a lot would suggest TADC or anything by Vivziepop, and I thought maybe Salad Fingers, or a DHMIS character would be a great pick, but I think Shrike from Monkey Wrench would be a FANTASTIC pick for the table, for both unlocks, and for dialogue like Strong Bad's.

His unlock would be the Lythop sword, as a melee for Pyro, Demo, or Scout as a possible Batsaber reskin, if that's even possible.
I can see it working like the Eyelander, where it talks as you get kills, just like in episode 2.

Valve character was also a hard choice.
I was between a TF2 merc, or Francis from L4D.

Then I figured that Coach would be the best addition possible.
I definitely feel like him and Shrike would bounce off eachother well, him saying he reminds him of Beebs/Bulldog, and him and Captain Hero would have a hateful relationship, saying he can "Eat like Toot," like Tycho and Strong Bad in PNATI1.

I also added him, because Heavy needs a new consumable.
And I feel as if there would be no better addition than the Barbecue Bacon Burger!
Another unlock could also be the Chainsaw for Heavy.
It'd just have to be heavily nerfed.

And the last one?

Weirdly enough, I think Saitama from One Punch Man.
Yes, it's out of nowhere, but, he did originate from a webcomic.

And in PNATI2, they were already getting a movie license from Evil Dead, so why wouldn't they be able to do anime?
There's also a Jojo-Related cosmetic in TF2.
I also feel like he'd have great banter with Captain Hero about him being a wimp superhero, with Captain Hero not understanding the name, thinking it's a sex thing.

I definitely think his gear would be great for Medic, with toggles for just the cape or the whole get-up, but if that seems impractical to you, then, I don't think anyone can resist the irony of Scout wearing a hoodie that says "OPPAI" and not knowing what it means.

Another one could be Piggy Bancon as a reskin for the Prize Plushy on Engineer, or as a pet for Soldier.
