For static's nemesis, Ebon doesn't feel like he ever was more then a simple villain to static. Hotstreak has more of a personal connection to virgil then him. And so when i saw the episod were they go back in time to save static's mom, and Ebon is part of it, and he even says that he was part of the riots, i thought they were going to reveal that pre big bang ebon was the one who shot Virgil 's mom. That could have turned Ebon into a real nemesis with an actual relationship with the hero.

1- Dr. Phosporus, for obvoius reasons;

2- Clayface has a lot of tragic and horror elements of gamma mutates, so we could just say that the chemicals that turned him into a monster were gamma iradited;

3-Chemo, another obvoius one;

4- Parasite, his origin storys involved him getting powers from radiation so he already kinda fits, also he could work for the body horror aspect;

5-Firestorm, again his powers are radiation based, but also the fact that he is in fact two people in one body kinda mirrors hulk;

6-Atomic skull, also obvoius.
