They had to get the characters and story right, as there was little else going for it. And in that, they made one of the best games in the series.

Kinda like Yakuza 0 in a way. So much taken from Yakuza 5, no new cities, fewer playable characters, but the story and characters did all the work. Those are the right priorities.
