Cold take : it should be unanimously accepted that Mihawk has and always had aCoC
Like it wouldn’t make any sense for Zoro's final opponent to not have aCoC when when he unlocked it when he was YC+/YC1. Even the legendary duel with Shanks backs up the fact that he has Acoc (narratively as Shanks is a hakiman with like top 10 haki aot and i am lowballing). Now he never showed any great coc so if you wanna argue only feats wise then fair enough. But narratively it doesn’t make sense for Mihawk to not have Acoc.
