You know a character is poorly designed when all their "useless" abilities would be broken on anyone else. Just imagine strange with black cat portal on a 20s cd.
A tp that goes through walls for only your team is map breaking but never used. Any tank or support with that and the character would be permaban.
A throwable that applies grounded.
Something marking visible enemies (ngl that one is pretty useless since the nerf)
A way to break your next cc. Insane for some dive or tank but useless for black cat because it takes invis spot.

Welcome to ranked, peoples are adding config files to their game mid game so it gets canceled and they don't lose points or get banned.
That issue is there since the devs are giving a warning to peoples using config but without banning them or making them lose points, so some peoples are abusing it.
Yes it's cheating and they should be permaban for doing stuff like that.
