Oculus Quest 1 - How can you play custom games on Oculus Quest ?

I intend on creating a simple game playable on Oculus Quest 1 , and making that headset accessible to all customers of my brick and mortar retail shop in a tier 3 city in India, charging some 50-100rs per 10 mins or something along those lines.

Only the custom game will be playable on that headset, because of the location of the store and the spending power of those customers, it makes sense to deploy oculus 1 and not more advanced models.

Since I'm occupied throughout the day, haven't delved deeper into this. Any practical feedback/bottlenecks , please throw them my way. Would love to then concentrate my efforts into that thing.

Or any cheap VR headset where customisable games can be played.
