First time cruising Norwegian and confused about FAS and gratuities

Paid in full but I haven't purchased FAS or prepaid gratuities yet. If I purchase FAS ($399 drinks package) does this cover all gratuities, or just the drinks portion of them? And would I still have the standard $280 gratuities? The FAQ on NCL is clear as mud.
