The Trump administration is tossing aside key guidance that federal officials have used to steer enforcement of the Americans with Disabilities Act for more than a decade.

The U.S. Department of Justice issued a notice Monday clarifying that its long-standing guidance on enforcement of the ADA’s integration mandate and Olmstead v. L.C. is “not enforceable.”

“The department will not rely upon the Olmstead guidance in its enforcement of Title II of the Americans with Disabilities Act,” reads the notice from Harmeet K. Dhillon, assistant attorney general for civil rights.

Security researchers Sam Curry and Maik Robert found a public Skydio platform link streaming live color and thermal video from five SFPD quadcopters. This enables real-time multi-angle tracking of individuals and vehicles throughout urban zones. Drone operations sustain continuous coverage from coordinated aerial positions. It establishes new capacity for persistent aerial monitoring that functions without public awareness.

The footage captured extended following of a suspect vehicle and close views of a person on a rooftop during a prowler investigation plus interior apartment activity. SFPD policy requires minimizing recording of uninvolved people. Hundreds of bystanders appeared with identifiable faces anyway. These features enable strong attribution of movements but reveal weak controls over incidental surveillance.

Skydio allows creation of unauthenticated links lasting up to one year that can enter public archives. Small high-flying drones stay invisible so people never react or hide. Easy distribution paired with silent operations makes unauthorized access or scope creep hard to detect or stop.

Adoption of these drone networks expands unseen profiling of public spaces that supports potential misuse for control without individual knowledge. Limited detection and opaque data practices leave people with few practical options for recourse. Filing public records requests with police departments and supporting transparency work by groups such as the Electronic Frontier Foundation can help uncover and constrain such programs.
