By the summer of 1991, the Soviet Union was mired in a deep political and economic crisis. Mikhail Gorbachev and the leaders of the republics were preparing a new Union Treaty, scheduled for signing on August 20. For a segment of the Soviet leadership, this treaty signified the de facto transformation of the USSR into a loose confederation and a further loss of power for the central authorities.
On August 18, Gorbachev was isolated at his residence in Foros. After he refused to declare a state of emergency or resign, the conspirators decided to act on their own.
On August 19, the formation of the State Committee on the State of Emergency (GKChP) was announced. Its members included USSR Vice President Gennady Yanayev, KGB Chairman Vladimir Kryuchkov, Defense Minister Dmitry Yazov, Interior Minister Boris Pugo, Prime Minister Valentin Pavlov, and other Soviet leaders.
Units from federal security agencies sided with the GKChP: the USSR KGB (including the Alpha Group), the USSR Ministry of Internal Affairs (including the Dzerzhinsky Division), and elements of the Ministry of Defense (the Tamanskaya Motorized Rifle Division, the Kantemirovskaya Tank Division, and the Tula Airborne Division). In total, approximately 4,000 troops and hundreds of tanks and armored vehicles were deployed to Moscow.
The leadership of the RSFSR, headed by President Boris Yeltsin, opposed the GKChP. Their stronghold was the White House—the seat of the RSFSR Supreme Soviet. The Russian leadership was supported by Vice President Alexander Rutskoy, Chairman of the Council of Ministers Ivan Silayev, Supreme Soviet Chairman Ruslan Khasbulatov, elements of republican security forces, OMON units, Interior Ministry cadets, volunteer detachments, and thousands of Moscow residents.
At the same time, the Soviet armed forces did not present a united front. A number of high-ranking military commanders—including Airborne Forces Commander Pavel Grachev, his deputy Alexander Lebed, First Deputy Minister of Internal Affairs of the USSR Boris Gromov, and Air Force Commander-in-Chief Yevgeny Shaposhnikov—effectively did not support the use of force. Some military personnel defected to the side of the White House defenders.
On August 20, an assault on the White House was expected in Moscow. However, a written order to launch the operation was never issued. The military leadership abandoned plans for the large-scale use of force, and on August 21, troops began withdrawing from the capital. The coup failed.
On August 22, members of the State Committee on the State of Emergency (GKChP) began to be arrested. Gorbachev returned to Moscow, but restoring the old system of power was no longer possible. The new Union Treaty never materialized, the republics declared independence one after another, and in December 1991, the USSR ceased to exist.
According to official figures, three people died in Moscow, and several dozen were injured.
An interesting fact: in the first photograph, alongside the future first President of the Russian Federation Boris Yeltsin and his head of security Alexander Korzhakov (who would later serve as a deputy in four convocations of the State Duma), one can spot a young Viktor Zolotov—who would go on to become the Commander-in-Chief of the National Guard of the Russian Federation (Rosgvardiya).
