Per this article on 7/29 there will be 2 way conversion.
According to the Korea Securities Depository (KSD), starting July 29, investors can apply for two-way conversion between ADRs and local Korean shares. This coincides with the release of SK Hynix's second-quarter earnings report on the same day. The market widely expects that once ADR short selling is permitted and free conversion with Korean shares is enabled, most of the current premium will be quickly erased by arbitrage trading. Although arbitrage involves commissions, conversion fees, and stock borrowing costs, these expenses are almost negligible compared to the current high premium levels. Hedge funds and proprietary trading desks are bound to rush in, barring any unexpected regulatory hurdles.
