Is it possible to keep NYC during the ACW?

In the buildup to the war you can choose between two different states to keep several times, and the game claims you can invest/concentrate on NYC to keep it in your hands but for some reason it always goes AWC for me. What am I missing?

Here is the scenario:

Instead of having a main crew and just one backup crew, Stratt has two backup crews. Mark Watney, already an astronaut, has the coma resistance gene. He receives most of the same training as the other two science crewmembers and is sent in their place on short notice. He is the sole survivor of the comas and has amnesia like Grace did.

Meanwhile, Grace is still a middle school teacher, but when Ares III is being prepared NASA decides to do a PR competition where a school teacher can go to space in order to promote the Mars program to children, and Grace wins the competition after his students submit him for the program. Through some circumstance or another he is convinced it is a good idea and does microbiology experiments on Mars, before being stranded in the dust storm.

How would each of them fare and which would do better at the other's mission?

  1. Batman Villians always go to Arkham instead of prison-

A populr plot hole in the various Batman iterations is that villains always end up in an asylum despite not qualifying as "incompetent to stand trial" and often being fully aware of their evil actions despite their insanity. In real life villains like the Joker, Two Face, the Riddler, and others would have their insanity plea shot down and would face the death penalty for their offenses.

In almost every Batman iteration the corruption of Gotham's judicial system is called out, and we see it in action in "The Dark Knight." Gotham DAs and judges are all corrupt and in the mob's pocket. Anyone arrested in Gotham with enough cash just sends $10k to the DA's pocket and they end up in Arkham for a few months. Batman is aware of this and acts to fight Gotham corruption as Bruce Wayne, but for the most part he is okay with it because he believes in rehabilitation and most of his villians do need therapy.

  1. Batman- Why doesn't Bruce Wayne use his billions of dollars to solve poverty instead of beating up people stealing food to survive?

He does use his money to fight poverty and he doesn't beat up people stealing to survive. Wayne Enterprises hires convicted felons regardless of their history to give them a chance at life, it provides social and educational services to new hires, and has some of the best employee benefits in the country. Even beyond Wayne Enterprises, Bruce donates his money to charities and worthwhile causes in Gotham.

The problem is that Gotham is just so rotten to the core that money isn't enough. Thousands of Gotham's criminals are hardened recidivists who don't commit crime to survive, but because they like causing misery to innocent people.

Wayne helps the criminals who think that they have no other choice, and Batman stops the criminals who choose to hurt people anyways.

What bothered me the most about the film, as it did anyone who understands language, is that Grace's method of learning to communicate with Rocky is NOT HOW TRANSLATIONS WORK.

You can't just substitute words. Even if you ignore the problem that every word has a half dozen meanings depending on context, grammatical structure has a ton of variety even among human languages. Even if you take a human language like Japanese and you attempt word substitution you get gibberish out the other end.

The book answers this with two or three sentences, that could have easily been a throw away line in the movie.

Rocky's species use sound for everything, so naturally their brains are far better at processing language than ours. Rocky picked up English with little effort, and is intentionally speaking his own language wrong for Grace's sake.

Grace isn't the only person attempting to learn a new language. Rocky did it first, and is helping his less intelligent human counterpart. From Rocky's perspective he is mixing up his own language's grammar and misusing words to compensate for Grace's poor memory.
