PayPal permanently limited my personal account on September 26, 2023. PayPal later stated that funds could be held for 180 days, but approximately three years later it continues to withhold $14,728
PayPal's written communications are contradictory.
Its Unclaimed Property department identified the $14,728 balance and provided withdrawal instructions. PayPal later stated my account was “active and can be used as normal.” Another representative instructed me to request transfer of the funds to another active PayPal account or a check. I followed those instructions, but PayPal subsequently stated that transfer and withdrawal were unavailable because the account remained permanently restricted.

PayPal has also provided inconsistent explanations concerning the date of limitation, the applicable holding period, and the reason for continued retention. Most recently, PayPal acknowledged these inconsistencies.
I am evaluating Tennessee consumer-protection and contract remedies. I have extensive documentary evidence as well as proper framed demand letter that articulates all of their inconsistencies they have shared in recent communications.

I have drawn a table discussing all that and their breaches. 
My questions: What Tennessee causes of action potentially apply? Does PayPal have to identify the contractual/legal authority for withholding the funds for approximately three years? What procedural steps should I take before filing in Tennessee General Sessions Court?

Any pro bono attorney or office you know which can help forward official attorney demand letter besides myself doing it as that carries some seriousness of the intent?
My case and demand letters are well drafted and attorney will just go through the work, advise and perhaps represent if they might be willing and it's why I mentioned contingency. 

Please don't refer me to state legal aid office. They only give you advise but most cannot represent you besides legal advice they offer to the case. I've called local state office who have told me to share complaint but never gotten any response. I'm low income so by me asking for pro bono or contingency, I understand the holes in my pockets and the much I can scratch myself to.

I had four PermanentlyLimited PayPal account that I used to get paid with after selling crypto via Paxful.
They got permanently limited some years back and recently paypal informed me that the funds were available for withdrawal.
Upon logging with proxy as I used to, all paypals are getting flagged by their bots because they sense am using proxy or vpn and completing simple tasks like adding bank to withdraw funds or requesting small amount is declining. The Proxies am using are residential IPS which are static
How do I overcome this issue ?
Do I use RDP or proxify my network router so I can log via phones which will be costly to do so as I have to get the right router for this task?
Please advise.
