Necklace of Girion question

The card states "Whenever you cast a green spell and whenever a Forest you control enters, put a +1/+1 counter on target creature you control." Do both a land and a green spell have to occur for the counter to trigger? And if so, what is the timing? If I play a Forest then cast a green spell is that legal? Or does it have to be as a result of a ramp spell like Rampant Growth?

Would the Aqueduct Racetrack site be a good location for a new Jets stadium?

So the Aqueduct Racetrack is now closed, and the site is up for redevelopment. I'm wondering, would this be a good location for a new Jets stadium? The Bears have been planning to do something similar and trying to build a new stadium on the old Arlington Park racetrack. What do you guys think of building a new stadium on the Aqueduct site?
