In the first 12 bars it changes time from 4/4 to 3/4 to 6/8. Is it supposed to be symbolic of George’s changing world, or just Sondheim doing some bs?

Wrote a short jazz funk piece that uses these notes in a scale:

There's no corresponding scale I can find online because I was just freehanding and thought it sounded good. It seems to be close to an arabic scale? But I'm not too sure. Any help?
