Should I release out of quarantine tank or stay in?

I’ve had this fish in quarantine for 2 weeks, looks like he has a very minor case of bacterial infection on his lips, took him out of display tank, not sure if it’s contagious or not, all other fish are fine. Anyway I’ve treated him with salt and meds and it hasn’t gotten worse or any better. At this point I feel like keeping him in quarantine is pointless, should I put him back in display tank?

Do water changes actually help fish grow or by that, do they mean just minimizing nitrates?

For example if I have less than 5ppm nitrates and do a water change will it help fish grow or almost do basically nothing?
