Agad na ipinag-utos ni Land Transportation Office (LTO) Chief, Assistant Secretary Markus V. Lacanilao, ang pag-iisyu ng Show Cause Order (SCO) laban sa isang konsehal na namataang nakasakay sa three-wheel motorcycle nang walang suot na standard protective helmet sa pampublikong kalsada.

Batay sa video na nakarating sa ahensya, makikita ang konsehal na sakay ng isang three-wheel motorcycle habang nakikibahagi sa pagroronda kasama ang iba pang opisyal ng isang barangay sa Quezon City, nang walang suot na standard protective helmet.

Dahil dito, ipinag-utos ni Asec. Lacanilao ang pag-isyu ng SCO sa rehistradong may-ari at sa rider ng naturang motorsiklo. Nakasaad sa SCO na kailangan nilang humarap sa tanggapan ng Intelligence and Investigation Division (IID) sa Oktubre 22, 2026, upang magsumite ng kanilang sinumpaang salaysay o paliwanag at mga dokumentong susuporta sa kanilang panig kaugnay ng alegasyon.

Nahaharap ang rider sa posibleng paglabag sa Mandatory Use of Motorcycle Helmets Act dahil sa hindi pagsusuot ng standard protective helmet habang bumibiyahe sa pampublikong kalsada. Maaari ring masuspinde o mabawi ang kanyang lisensya kung mapatutunayang kuwalipikado siyang ideklarang Improper Person to Operate a Motor Vehicle, alinsunod sa umiiral na batas at proseso.

Inaasahang isusuko ng rider ang kanyang lisensya sa IID para sa 90-araw na suspensyon, habang isinailalim na sa alarm status ang naturang three-wheel motorcycle.

“Ang pagroronda para mapanatili ang kaayusan ng komunidad ay hindi dahilan para balewalain ang batas-trapiko. Anuman ang tungkulin sa kalsada, kailangang magsuot ng helmet at sumunod sa mga patakaran para sa sariling kaligtasan,” pahayag ni Asec. Lacanilao.

Binigyang-diin ng LTO na ang pagsunod sa batas-trapiko ay tungkulin ng bawat gumagamit ng kalsada, kabilang ang mga nagsasagawa ng pagpapanatili ng kaayusan sa kanilang komunidad. Hinihikayat ang publiko na iulat sa ahensya ang mga nakikitang paglabag upang mabigyan ng kaukulang aksyon.

What if Manny Pacquiao had represented the Philippines at the Olympics and Asian Games? How many gold medals could he have brought home? Or could he have won a gold medal?

Seeing this old rice dispenser brought back a lot of memories for me. I’m pretty sure I’m not the only one who remembers having something like this at home, especially those of us who used to be in charge of cooking rice. 😂

We actually had one like this at home sometime in the late 1990s. Seeing it again somehow brought back the little details I had almost forgotten. I could almost picture the inside of our old house again, including the simple routines we had back then.

And funny enough, ours was not always used for rice. Minsan ginagawa rin naming pahinugan ng prutas. May saging, atis, mangga, at minsan avocado. 😂 It was just one of those ordinary things we did at home, but looking back now, those simple moments are actually the ones that become memorable.

I also remember seeing rice dispensers like this in homes when I was younger. Kyowa, the brand shown on this particular rice dispenser, has been in the Philippine market for decades, and the company’s own history mentions the introduction of its rice dispenser in the country.

As for our old one, matagal din namin itong nagamit. If I remember correctly, nasa amin pa ito sometime in the 2010s. By then, hindi na gumagana nang maayos ang mga pindutan, so instead of using it as a dispenser, ginawa na lang naming lalagyan ng bigas. Sinasalok na lang namin manually whenever we needed some.

Eventually, when we got a newer rice dispenser, we sold the old one to a junkshop.

Kaya nakakatuwang makakita ulit ng ganito. It may just be an old rice dispenser, but for me, it brings back memories of our old home, our daily routines, and the simple things we used to do without giving them much thought.

Sometimes, it’s not really the old appliance that you miss. It’s the memories that came with it.

Looking at this again somehow made those memories feel fresh in my mind. ❤️
