I've not been a resident of Fridley for as long as many of you. But like many of you, I came here to build a life, a future with my Family.

It's caused me to think a lot about the future, about the world we will be building for our Children. I want that world to be one where we trust one another. A world where Newcomers to the Community are greeted with open arms and kindness.

Flock is not that. Where we could be spending our money uniting our Community and building it into something for everyone to trust in, we instead send it to unproven Tech Oligarchs to invade and spy on our Communities.

That spying is not without consequence. When the federal Invaders arrived to terrorize our state — in the name of scams, lawlessness, and racism — that very network was used to track and kidnap our Neighbors, as we know.

Our Children will look back on this moment with revulsion. Nauseated by the cowardice that led us to turn our guns inward. Nauseated by the squandering of our natural resources to build the data center and surveillance infrastructure — a monument to fear, voyeurism, and delusion.

We must not forget: This is much bigger than a few cameras spying creepily on Civilians. The surveillance state cannot exist without data centers. Every second these cameras are running, is another second spent sucking the Life out of our Planet.

You keep this up, and we're staring down more than a future without privacy. We are staring down the destruction of our future in entirety.

Does it comfort you to know that when the last drop of water is drained, when the weather gets so hot that your sweat can no longer keep you alive, and when electricity is so expensive that we can no longer afford to cool our homes — there will still be cameras pointing at the People that frighten you?

If my words offend you, remember that I warned you months ago, in this very room. You have had adequate time to change course and be the responsible Adults you were elected to be.

If you cannot see this situation for what it is, then you should not be anywhere near a position of power. We are better than this.

Spend our money on something the Community would actually benefit from. We should be enjoying our parks together and making Friends, not living in fear of one another.

I ask that you disarm these cameras.

Falconet from Israeli company Cognite serves as a cell tower simulator that intercepts cell phone data from all devices within range. Police mount these systems in Tahoes so the vehicles can collect information while driving through areas without any direct interaction with targets.

This mobile approach generates ongoing records of phone locations and communications for everyone nearby rather than only suspects, which creates comprehensive movement profiles and bypasses traditional warrant requirements under the Fourth Amendment.

Cognite sells the technology directly to U.S. agencies, as shown by the Texas Department of Public Safety purchase of four Tahoes where over three point eight million dollars went to the interception equipment. Adoption spreads through routine vehicle procurement with little external review of how the collected data is stored or shared.

Once active the systems permit warrantless collection of private cell phone data across entire communities during normal patrols, which enables potential misuse and leaves individuals with no effective way to discover or contest the surveillance. The Electronic Frontier Foundation analyzes cell site simulator risks and the American Civil Liberties Union provides resources for communities pursuing stronger oversight and limits on these tools.

Facial recognition software at the Peppermill Casino scans live surveillance feeds in real time, compares captured faces against a database of previously banned individuals, and issues instant “100% match” alerts that security personnel treat as definitive proof for immediate detention and handcuffing.

Security staff view these alerts on mobile devices and cross-reference them with printed barring notices containing photos and prior incident details, which converts a single facial resemblance into a persistent trespasser profile that automatically triggers future alerts, physical restraint, and police calls without additional verification steps.

Casinos deploy these commercial AI systems for low-cost loss prevention with little required training or auditing, while police respond directly to the generated alerts; the proprietary nature of the algorithms and absence of mandatory human confirmation make false positives difficult to detect or correct before an arrest occurs.

This setup enables the handcuffing and jailing of innocent people such as UPS driver Jason Killinger despite conflicting driver’s licenses and clear physical differences, creating power imbalances where individuals face painful detentions and lasting records with almost no real-time recourse against either the casino’s software or officers who deferred entirely to the AI output.

The National Brown Berets, Brown Berets de SacrAztlan, NorCal Resist and NASEIU Local 1000 are calling on our community to boycott "All Nations Indigefest 2026" and refuse support for any event that continues to provide cover, credibility, and profit to Alfred Melbourne, known within the community for patterns of abusive and harmful behavior.
Too often, survivors are pressured into silence while abusers continue to move freely through activist, cultural, and ceremonial spaces without accountability. That cycle ends when the community stops rewarding it.
We refuse to normalize harm in the name of "unity." We refuse to sacrifice the safety of women, youth, and vulnerable community members to protect reputations, egos, or events.
Indigenous and Chicano liberation movements must be rooted in accountability. Anyone who claims to stand for the people while ignoring harm within our own communities is betraying the very principles they speak about publicly.
We are urging community members, organizations, sponsors, vendors, performers, and attendees to withdraw their support from Indigefest and stand with survivors instead of silence.
This is bigger than one event. This is about what kind of community we are willing to build and what we are willing to tolerate.
The days of hiding abuse behind activism, ceremony, culture, or leadership titles are over.
We stand with survivors. We stand for accountability. And we stand with the people demanding safer community spaces.
Silence protects abusers. Community action protects the people.
