Bulgarian climber Nikolay Rusev defies gravity with a near-impossible dyno

Today, I went to the Annapurna police station for my passport verification. The police officer there clearly asked me for a bribe of ₹1500 (he didn't say it out loud, but typed it on his mobile to show me).
When I refused to pay him, he started making things difficult. He told me I now need to go and arrange an affidavit, a rental agreement, and written evidence/documents from two neighbours.
Has anyone else faced this issue here? What is the best way to handle this situation without paying the bribe
