[? > English] What are these characters?

This image was taken in Hanoi, Vietnam; but I'm not sure what language these characters are, or what they mean. It was taken on a building.

Was it actually the Vietnamese police or the Cambodian Royal Police who arrested these two criminals?

These are two Samoan criminals from Australia. They were involved in a murder case in Ho Chi Minh City a few days ago.

Afterward, the Vietnamese police quickly informed the press that they had captured them, mobilizing nearly 1,000 officers under the leadership of Lieutenant General Mai Hoàng.

However, today many Vietnamese people were surprised to see Khmer Times publish an article claiming that the two suspects were arrested by Cambodian police. Meanwhile, the Vietnamese police have not mentioned Cambodia at all.

I read the article at the link below. A few hours ago it was still accessible, but now it can no longer be opened.

However, on other social media platforms there is still a lot of information circulating from Cambodian sources about the case.

At present, many Vietnamese people believe that Khmer Times may be planning to use AI-generated images to spread fake news. Personally, I do not believe that, because at first glance the photos do not appear to be fake.

Could Cambodian readers please help me verify whether it is true that the Cambodian police were actually responsible for capturing these two criminals?

Why are people lining up in every Krungthai branch?

Can anyone explain what happened? I saw some videos on YouTube and I recently saw some slippers and helmets on the paves.
