An 18-year-old driver has filed a civil rights complaint following a violent traffic stop involving Arkansas State Trooper Moisses Arellano. The teenager was initially pulled over for driving 71 mph in a 60-mph zone while running her vehicle's hazard lights, later explaining to the officer that she was rushing home due to a broken car window.
Dashcam footage from the incident shows the officer aggressively throwing the girl to the ground and punching her in the face while she begged to call her mother. In the official Arkansas State Police report, Trooper Arellano stated the girl was "being difficult," writing: "After giving multiple commands for her to roll over without compliance, I delivered one closed-fist strike to the left side of her face in an attempt to gain compliance."
The release of the video has sparked widespread outrage online. While the Arkansas State Police have confirmed an internal investigation is underway, as of August 12, Officer Arellano has not been placed on administrative leave.
