Now that we know about the rain God, Zaza. Many people have speculated that Dragon is perhaps Zaza. This might be true, though it would mean that Dragon gets the fruit still at God Valley and uses it, possibly for Garp and Roger getting rescued. This doesn't include Rocks, which at the time is coincidentally raining when he is executed.

Speaking of rain, this happens in many pivotal times in the manga. This includes Dragon first appearance, Shanks stealing the Nika fruit, which was in a major storm, though Shanks seemed unbothered by this, and confident he would get the fruit.

It tends to rain during major events. Whether that's with Smoker, Shanks taking the fruit (the storm was on Shank's side to get take this, and also at God Valley.

I think its a safe bet to see how much rain happens in pivotal times in the manga. If we look at this from a fruits doing, this means that Zaza or the user has had many appearances at pivotal moments in the manga.

So it seems to me that Zaza user is,

1. Dragon

2. Luffy's mother. More insane if Tritoma has the fruit. It goes with the sun and the rain theme, which might mean that it is Luffy's mom.

3. A character yet seen though has been helping right a long and has the fruit.

I don't know how many other scenes Oda has dones this, but its looking more interesting with this reveal.
