Upfront, I don't want to give too many details as I don't want to out myself or my company and draw unwanted attention. I am writing this post as I recently had a run in with a government agency handing out contracts and I was fascinated on how this whole system is so efficient in masking corruption.
So our company recently quoted for a tender for a midsize (double digit crores) government project. We had done similar projects in private sector and know our stuff. We wanted this project badly, so we quoted a very low rate, almost at nil profit after adjusting for cost inflations and contingencies. We were sure we will be L1 or close to L1, because we had done our homework.
We normally only worked in the private sector so far, this is the first time we quoted for a government project. We knew some minor greasing of palms will be demaded, but in our minds all that comes into picture once we become L1 and get the project.
When the bids were eventually opened, I was stunned. Another company (who mostly work on government projects) quoted 40% less that what we did. I was sure it was not humanly possible to complete the project at that rate so I was shocked on why these guys are doing this at a loss?
Later I figured out the game from other sources. The setting is that the company will quote an extremely low price, become L1 and get the project. Once they win the project though, the govt officials in charge delay the project citing made up reasons. And also ask for small spec changes in the proejct. Every time there is a delay or spec change the private company asks for a revised project estimate citing different reasons. And it all gets approved. Eventually the government ends up getting a delayed project and pays 2-3X of the initially quoted L1 amount.
Every one is happy and laughs to their bank, poor tax payers money is wasted and his projects delayed for no real reason.

We can't play these games, so we decided not to partcipate in government tenders any more.

അതേസമയം, വ്യക്തിവൈരാഗ്യം ഉൾപ്പെടെയുള്ള കാരണങ്ങളാൽ ചില വിദ്യാർത്ഥികളെ അധ്യാപകരെ സ്വാധീനിച്ച് പരാജയപ്പെടുത്തിയെന്നും ആരോപണമുണ്ട്.
സംശയം ഉണ്ടാകാതിരിക്കാൻ മറ്റുചില വിദ്യാർത്ഥികളെയും പരാജയപ്പെടുത്തിയെന്നും, ഒരു സുഹൃത്തായ ജൂനിയർ വിദ്യാർത്ഥിയെയും പരീക്ഷയിൽ തോൽപ്പിച്ചെന്നും ഗ്രൂപ്പിലെ ചർച്ചയിൽ പറയുന്നു. നന്നായി പരീക്ഷ എഴുതിയ മറ്റൊരു വിദ്യാർത്ഥിയുടെ മാർക്ക് കുറച്ച് നൽകിയെന്ന ആരോപണവും ഉന്നയിക്കപ്പെട്ടിട്ടുണ്ട്.
ഇതിൽ വിദ്യാർത്ഥിനി മാത്രമല്ല, പണം വാങ്ങിയോ മറ്റ് മാർഗങ്ങളിലൂടെയോ valuation-നെ സ്വാധീനിച്ചെന്ന് ആരോപിക്കപ്പെടുന്ന അധ്യാപകരും, ഇതിന് കൂട്ടുനിന്നതായി സംശയിക്കുന്ന യൂണിവേഴ്സിറ്റി ജീവനക്കാരും അന്വേഷണത്തിന്റെ പരിധിയിലുണ്ടെന്നാണ് ഗ്രൂപ്പിൽ പറയുന്നത്.
ഇപ്പോൾ ഇതെല്ലാം ആരോപണങ്ങൾ മാത്രമാണ്. യൂണിവേഴ്സിറ്റിയുടെ അന്വേഷണം പൂർത്തിയാകുകയും ബന്ധപ്പെട്ട രേഖകളും തെളിവുകളും പരിശോധിക്കുകയും ചെയ്ത ശേഷമേ ആരോപണങ്ങളിൽ എത്രത്തോളം വസ്തുതയുണ്ടെന്ന് വ്യക്തമാകൂ.
എങ്കിലും valuation പോലുള്ള കാര്യങ്ങളിൽ ഇത്തരമൊരു ആരോപണം ഉയരുന്നത് തന്നെ ഗൗരവമായി കാണേണ്ട വിഷയമാണ്. പ്രത്യേകിച്ച് ഒരു വിദ്യാർത്ഥിയുടെ course clearance, graduation എന്നിവയെ നേരിട്ട് ബാധിക്കുന്നതാണ് പരീക്ഷാ മൂല്യനിർണയം.
യൂണിവേഴ്സിറ്റി അന്വേഷണം സുതാര്യമായി നടത്തി, തെറ്റ് കണ്ടെത്തിയാൽ ഉത്തരവാദികളായ എല്ലാവർക്കുമെതിരെ, വിദ്യാർത്ഥിയായാലും അധ്യാപകനായാലും ജീവനക്കാരനായാലും, നിയമാനുസൃത നടപടി സ്വീകരിക്കണം.
ഇതുമായി ബന്ധപ്പെട്ട് ഔദ്യോഗികമായി പുറത്തുവരുന്ന വിവരങ്ങൾ ആരുടെയെങ്കിലും കൈവശമുണ്ടെങ്കിൽ പങ്കുവെക്കാമെന്ന് കരുതുന്നു.
