This is how the ESC and Israel can play with numbers to show pro-israeli support that is not there:
Keep in mind, on maps (that I made too), and in counting, this means that because 2379 people in statistics it looks as if the people of Spain would support Israel.
Also remember this is for Spain. Imagine smaller populated nations, as Malta a.e..
With this, media and Israel can greatly present Israel as having large supports.
